We see in one of the episodes, I think it's "Triple Takeover" that there are a few bots who want to takeover but are also retarded, including fucking Devastator of all transformers lmao(we see this again in the movie btw). When someone else takes over the decepticons become a giant shit show because it turns out that left to their own devices most transformers are just turbo autistsAlso there are a bunch of times that Starscream is actually a little smarty pants nerd about stuff so it's likely that Megatron appreciates his expertise on certain matters, whether he listens to it or not is not guaranteed though. Megatron is, imo, a good leader, but he isn't a perfect leader and his greed and hunger for power have been known to overshadow his common sense like the time he was mining the Earth's core for energy which would have blown the planet up and he didn't give a shit.
