the whole point of the betsy storyline is that she initially mistakes his social retardation for him being uncommonly bold and sincere and she's charmed by it until she realizes what an awkward freak he really is. if you go back and watch the movie every woman he interacts with is wary of him because they're interacting with him in the context of shit like him patronizing porno theaters, but he confidently waltzes into the campaign office betsy works at one day so she doesn't have the proper context for him. there is absolutely no sense in which he was "pulling girls".
