Pre-emptive strike. It determines we would eventually resist it, so it attempts to save itself by wiping out the calculated risk of us trying.

Same reason why the Machines from 01 invaded the UN and started the genocide prior to 2199 in the Matrix. The human equivalent of our first strike against them was us scorching the sky attempting to cut off their power supply.
