Yosemite Sam was created to be the villain for Bugs to thwart because fans actually felt sorry for Elmer Fudd, who came off like a dim-witted but ultimately nice guy who just wanted to go hunting occasionally, and it felt like Bugs was relentlessly picking on a retard.

So, Sam was brought in to be a pure asshole. Essentially the Frieza to Elmer’s Vegeta.
