Because the monsters are the ones who AGREED to sacrifice the kids to live forever. The reincarnated people are probably the people who didn't agree to do it and were killed and had their kids sacrificed anyway. So technically they live forever by being reborn into the cycle.

I think this will come back later. Like maybe they find the note somewhere and it magically hasn't been destroyed by weather over the years thus proving that Julie can in fact alter events of the past. Then there will be an episode where Julie does a scooby-doo chase montage going in and out of stories to try to get to one that'll actually be helpful. She eventually dies because Randall fooooooreshadowed that she wouldn't come out of one of her seizures. In the true spirit of the show, nothing will be gained or learned.

Donna will also die while attempting some hairbrained scheme of Tabitha's. This was already fooorshadowed by Donna when she said something along the lines of

Not like the vision was a lie and that's not how it went down in the past, I just can't imagine them saying "if the towns people find out, they will kill you" then not confronting it at all, or confronting it and it going exactly how they already blatantly stated it would.
