Leia was raised to be the politician who could guide the restored Republic. Luke was supposed to be raised as a warrior who would eventually defeat the Emperor to usher in that new age, but Uncle Owen was aware of the faults and rot of the Republic so he resisted Obi-Wan's offers. He wanted Luke to do honest work, not carry the burden of fighting for privileged senators who Palpatine had disenfranchised. Unfortunately, Obi-Wan had a corrupting influence at a pivotal time in Luke's life and set him on a course to restore the corrupt entity that was the Galactic Republic. Palpatine was a tyrant, but Mon Mothma and Senator Organa were political elitists who enjoyed and were fighting for the restoration of the lost perks and privileges of a corrupt institution they held sway in.
