Personally, I think it's related to the fact that they still practice shit like skin bleaching. Herbal remedies are treated like genuine magic potions and when I worked in India I saw multiple stalls that sold eye colour changing tonics and rub-on patches to make you taller, so I think this kind of story appeals to the Indian mind because they want easy fixes to being so dysgenic.
