I have no idea what the Arrival aliens are supposed to be
I get the feeling that nobody really considered anything about their physiology, and I get that it's not relevant to the story, but on that basis it's hard to call them well-designed

Weirdly enough, it's extremely relevant to the story. What sort of sociology or genetic changes would come from a species that experiences time fully is relevant to their biology. The movie (and book) don't care though, they're a waste of time.
