character development means a character's nature becomes discernible through what's on screen. through dialogue or their actions. think of developing a photo, that's what the term is analogy to. at first there's white paper but as the chemical acts, the content of the photo 'develops'. character development does not mean when a character changes or grows. that is called an 'arc'

and this is an important distinction because the web is absolutely awash with nerds who socially absorbed the convention that a movie is bad when its characters 'lack development'. but not knowing what that even meant, they are nevertheless confident to regurgitate this as the wrong belief that a movie's character should have arcs. Why? they have no idea. they've just seen people making fun of when there's 'no character development'.

so because there once were people with a good sense of what's satisfying about a movie, who would point out that there was something missing if after the movie you couldn't tell what a character was like, you still had no idea what they would do, what they cared about etc., because the movie forgot to show you, now we have those people's wretched shadow, the stoklasa ignoramus type boors who picked up that 'character development' is something that a movie has, and will absurdly become mirthful when they see a static character. 'i found one! i found one where they forgot to have the character change! the character must change that's something that a movie has!'
