Even with the caveat that the younger dragons are much more vunerable and weaker, dragon warfare as portrayed in the shows and the books is not believable. There's no way the dragon riders would not take arrows while flying at the height dragonfire needs to hit its ground or sea targets. We never see the dragons burning anything at ground level while being above 30 meters high or so.
