S2 is meh because HBO thought the show was d.o.a. and made season 2 the end when they had planned more seasons. (Also HBO hated working with Italians. But Moore's incessant desire to turn the show into West Wing (see the abysmal abortion episode) made him forget that this is a sci-fi show and the remnants of humanity have the soldier-to-civilian ratio surpassing North Korea. There would be no civilian goverment, period, until somehting like New Caprica happens.
