When Tywin wanted to make a puppet, he was always forceful, commanding, direct. He isn't telling Tommen the answer, he's getting him to figure it out himself. He's unusually gentle and approachable in that scene, and the advice isn't bad. Even an adult king can't be an expert on everything. Tywin in previous scenes acknowledges his mortality, it seems to me like he's trying to make sure that Tommen will listen to other advisors (like Kevan) after he's dead. On the book side of things, the whole reason Varys murders Kevan is that, no longer being Tywin's right hand man, Kevan was actually unfucking Cersei's mess, setting Tommen up to be a good king, and stabilizing the realm. It's a really important scene that I wish the show had kept in (but it had already gone to hell by that point), because it exposes that Varys's "for the good of the realm" rhetoric was always bullshit. Realm stabilizing under the wrong king? Can't have that, back to chaos!
