It's basic immobilization powers plus his generic soldiers from the future either have "so far ahead you cannot counter attacks" weaponry or a diminishing set of tools that get broke every battle.Or in simpler terms, VILLAIN DECAY. Every super baddie gets reduced to "Generic Bad Guy Type #5". In order for KANG to be a threat, he basically has to be a JoJo villain like DIO to allow a meager chance of winning, but with full time jump abilities, he could kill each hero in their cribs or zap the sperms in their dad's balls before the superhero was born to be impotent.IF YOU COMPETENTLY COUNTER "Time Travel Attacks" you either introduce a one-off Time Fighter guy that acts as a foil to Kang's goals or go thd CHALLENGE OF THE SUPERFRIENDS cartoon route and give basically every hero an innate or easily accessed Time Travel / Dimension Jumping ability. With the best case scenario, eliminating KANG before he even thinks of attacking, creating a "it was all a dream" unsatisfactory plotline.
