Bashir thinks if he cracks the Garak code, he will make a name for himself and accomplish something of merit which is what his character is all about -- doing frontier medicine because he wants the laurels, because he wants recognition, because he DIDN'T win valedictorian and all of that shit. Not because he wants to suck Garak's spoon cock -- this is a reductivist point of view projected by homosexuals upon the two characters.

If you think about it, not just the full telepaths but also the empaths would naturally tend towards isolation because it would genuinely be painful to manage your telepathy or your empathy in a crowded environment. Their world should be very sparsely populated, a bunch of telepaths and empaths living in relative seclusion, probably with small family units and not much else.
They would work much better as a race of mysterious hermits and it would've really served to make Troi's participation in Starfleet seem exceptional and her character more exotic.

Romulans are never shown to have the same kind of super strength as Vulcans. They lost fist fights to human Starfleet crewmen in TNG and their physical strength is never mentioned.
They're also never shown to have any sort of psychic abilities. The question is why? Because as you say, they are meant to be more or less identical in terms of physiology. Although, some Romulans have very pronounced forehead ridge/protrusion type things and Vulcans don't.

I wasn't comparing DS9 to Stargate Atlantis, I was comparing it to Stargate Universe, and how the fans rejected it for being too different from what they were used to. It's very weird to me that a substantial portion of Star Trek fans hated DS9, just as it's very weird to me Stargate fans hated SGU. Both were the "darker, sexier" versions of their franchise. But while enough Trekkies did support DS9, Stargate fans killed their franchise for good.
I was never much of a Stargate fan myself. I liked SGA before the premise got ruined. I probably would've hated VOY if they got back to the Alpha Quadrant after a single season, too. But SGA was at least trying to be a bit more serious, not unlike TNG did for Star Trek.
SGU actually did the serialized storytelling, with a focus on character drama, lasting consequences, and yes, a darker, sexier show instead of dumb campiness. Probably would have gotten itself ruined too, if it continued. But the fact that it at least tried to do something new, push the boundaries of what Stargate could be, that's something fans should have respected more. Just as Trekkies (now) respect DS9, even if many rejected it at the time.
Too much is too much. We've seen how an effort to go too hard into serialization and soap opera style drama has ruined Star Trek. But there is a good balance and DS9 certainly found it.
