I thought the first half hour of Dark Passage was really hot stuff. The rest stays mostly good even if the main mystery fizzles out. After that I'd have to say Payback (1999) THEATRICAL cut is a movie without major flaws masquerading as a typical actioner. It's Mel's homage to noir, truly his because the chud director wanted more of a boring realistic story about a shaved ape who fails and dies.

The cool thing about Dark Passage is it takes place in an eerie dystopia namely san francisco at the close of WW2. The rich parade their new tech while silent police legions watch the city for vagrant excess males. The veiled streets, roadblocks, and attractive female terrorists are reminiscent of Battle d'Alger, only in a far greater jewel of empire.

I really don't know, there are too many excelltn ones, I would have to name more than one. But Chinatown is definitely a ckntender for number 1.
