This is easy to see if you read actually practical liberal documents like The Federalist Papers, based entirely on the concept of "The American People." They take for granted that when you're setting up the rules for an actual government "by the people, for the people" etc., that the first thing you need to do is establish who "the people" are for whom the government is for. Liberalism doesn't automatically require a universal globalist theory of government.
