Yep, that's how it usually goes. Admittedly, having all players create and show-off their character builds and then combine them to create some really powerful and clever actions is what's compelling and special compared to the vidya.
If you can find the patience for it, it's worth trying out at least once, and of course once people get accustomed to the game things flow faster and smoother.
