Until there's some amazing advancement in discs, it was really just a matter of when the storage capabilities of cartridges caught up(or became irrelevant). Even then, I don't see much of an incentive outside of longterm storage rather than the constant rapid access you need for a video game, to the point the console manufacturers entertain the idea of consoles with no disc drive.
It's why the 360 introduced the abliity to install games from discs and the PS3 did it on a case-by-case basis, and then it became the de facto standard for 8th gen and 9th gen. We've basically hit the upper limit on basic physics.
The Switch can use cartridges because its games don't need 70-100 GB to function. Even then, the technology is kinda there, you can get a 1 TB microSD card for the Switch, imagine that?

Or more like Nintendo doesn't really think they need to fight other publishers for hard drive space. The file size arms race is publishers thinking if you need 500 GB for Call of Duty and Fortnite and GTA on your 1 TB machine you're less likely to install yet another competitor.

The basic difference is that in cartridges, the program is physically present there, whereas in SD Cards, you only have electrical information which, in fact, in some cases, can be lost in a few years if not fed frequently (in fact, users of some Nintendo console have already had problems with this, if the rumors that have appeared on the Internet are true).

That's because the GB and GBA cartridges needed a battery to store information on the cartridges, there's no hard drive on a game boy pocket. The Switch saves data onto the console, so it shouldn't be happening unless you've left your Switch in a heinous state for years.
