If you make the good guys look too good then noone will take the villains seriously. The only game series where I've seen it be in somewhat of a balance is Fallout where both the Enclave and the Brotherhood are pretty cool, same with in NV where both the NCR and Caesar's Legion have solid aesthetics. If the bad guys look cool you will take them seriously, you just need to make the good guys look cool "enough" that they are not complete clowns.

Not a game but One Piece rebels are 3 trannies, a furry, cyborg cuck, 2 women, a guy who dresses like he got advice from Reddit and /fa/, a dude who does nothing all day, and 1 semi-cool guy who looks like a cancer patient.
