my pick is fallout 2, because you can start a massive war between mobsters, addicts and prostitutes in new reno, just by taking cover behind a whore and having a stray bullet hit her. takes like an hour for one turn to pass but it had me shitting my pants giggling.

Yes you do, at least for that quest. You can then put it away in the power armour station if you want.
