Bethesda requirement, which is because they have a specific formula for what Fallout should look like. There is some lore about a Brotherhood of Steel revenge attack against NCR Gold reserves, which made them radio-active so their money currency is no longer being accepted outside of NCR Territory.

Yes, the plan was to have Victor keep an eye on you from a distance, and have 5 other Couriers with random shit because of the dangerous territory. But still, a squad of 5 Securitrons led by Victor would have done a better job and would have smoked any raiders or powder gangers that they came across.

We see the extent of his plan if you let him live: he had stealth-boys and would don Legion gear to sneak into the place and activate it. Benny is somewhat capable - maria is a really solid 9mm handgun that you can clear the game with, but he's only a fraction as capable as the Courier. If he were to successfully activate the army and upgrade them, then Yes-Man would take care of everything else.

He marries Emily Ortal and the rest is history.

You’re going to get spoiled by asking that question but since you’ve asked it I’ll assume you’re aware of that.
Although he has some pretty serious flaws he’s without a doubt one of the best options. His plan is ambitious and if it’s successful it would be just as magnificent and grand as he says it would be. He’s trustworthy and won’t fuck with you or fuck you over, he’s aware just how important you are and incredibly grateful for your help, you’d spend the rest of your life in luxury whilst helping him carry out his plan. There’s also the fact that despite being a bit incompetent he is undeniably an extremely talented and intelligent individual, if anyone could carry out his plan it’s him. Another thing is that NCR losing the Mojave isn’t necessarily a bad thing, it would ensure they don’t spread themselves so thin again in the future and curb their expansion-boner for quite some time. I usually don’t side with him as his flaws are too serious for me to ignore but I can see why people do side with him
