It was obvious the game was a mess after changing engines and publishers so many times. Why did Nintendo pic it up for Wii U? Did they want to lose money?

But according to Itagaki, they wanted some online shooter experience.

Personally, I feel like Nintendo has a soft spot for legacy Japanese things. It's also why they picked up Fatal Frame and threw so much behind Suda/NMH.
