Could an anthology game work, where multiple different developers come together to create small stories for a collected work under some uniting umbrella?

Brilliant idea.
Haunted ps1 collection did it. It really should have a throughline narrative between all the games though. A personal favorite in films is Tales from the Hood where the gangbanger niggers rob the funeral parlor director and he tells them stories while they try to find the safe. It's got a good twist.
