Please explain the term. I'm not familiar with it. From the context I assume it means a game with textures and models which objectively look bad but serve their purpose well and anchor a distinct and nonetheless appealing style.

good way to put it but not quite

"oatmeal" refers to graphics with quite simplistic and low polygon models yet very detailed and "cluttered" textures in an attempt to make up for it, that end up reduced to the lower quality of the game
the textures end up looking kinda like oatmeal as a result

In that case, Morrowind and Deus Ex are definitely higher on the list than Half Life, because Half Life's textures are all designed with their limitations in mind, such as the faces being stylized 2D art designed around the head geometry. Deus Ex just mapped stretched composite face textures onto the polygons, and Morrowind did the same with retouched photos, and the mouths almost never moved.
