I find it weird that people are more likely to know the ins and outs of the military all the way down from history, weapons and tactics but then will know nothing about their own police department.

This. Felt like a sad depressing maze, but I guess that's the point.

The game was kinda shit technically speaking. But it was kinda fun thinking whether to shoot a running thief to stop crime, or rather not use force meaning he will run away.
