No. General Zod and his goons aren't and there's a whole shrunken Kryptonian city Superman keeps in his fortress.

Take inspiration from Sonic Frontiers, he has arkham-ish combat normally because he's depowered at the start of the game, and you fight bosses in this state but it'll be more like dark souls in that you'll probably get your ass kicked, or you can do side missions and laboratories (combat arenas, puzzles, stealth, the occaisional optional boss) to collect white kryptonite which temporarily powers him back up to full for the main boss fight of the section/hub, and when you do that it's more like the giant bosses from sonic frontiers

The plot's about Luthor stealing Darkseid's omega force and sieging metropolis, and that's how he depowers superman at the beginning of the game

Good ending and a bad ending, around 7 major bosses

Start off with low level villains who are smart and don't require a city to be destroyed to stop them then recreate Superman 2 and have Superman fight against Zod, Ursa and Non who have teamed up with Lex. They would have their troops and ships with them like MOS so you can have someone to fight against between missions and boss battles. Include Supergirl or JL members to say they are helping Superman out with the goons so when the boss fights happen you can leave them to it. Once they are all defeated then introduce the true big bad like Brainiac, maybe have him control Doomsday or something.

Darkseid reveal for the sequel.

Investigate the story as Clark and have it unravel that the low end villains have been finding/stealing kryptonite for Lex so he can protect himself should his plan against Superman/Zod should fail. He would still be strong fighting them but not invunerable. The Kryptonite eventually gets removed by the JL/Zods army/whoever and Lex realises he has now left the fate of the world in the hands of the Kryptonians.
