Why are koopa troopas always drawn like this in official art?

They're just serving their kingdom
Koopa Troopas aren't really all that malicious and there are even plenty that aren't even working for Bowser and get along with Mario and friends

Koopa Troopas don't really have it against it personally for Mario but it's not like the ones who work for Bowser hate his guts
Bowser's a genuine hero to them, it's just that he can't help but do dumb things while simping

If you could zoom in to see them close like Mario would you'd see they're all identical instances of the blonde hotpants koopa girl drawn by minus8. When mario walks into them they do a prolonged groovy sex scene set to music and mario collapses in exhaustion. "lives" is a euphemism for green mushrooms which are a powerful aphrodisiac and allow mario to skip his refractory period.

That's an interesting question. Though Bowser seems like the sort who would draft people arbitrarily if needed, I suspect the reason the overwhelming majority of Koopas are soldiers has more to do with the fact Koopa territory in general has nothing going for it beyond mining and weapons' construction. Being a soldier means having a shot at living somewhere that isn't at the base of an active volcano, toiling in a factory to build hammers and bombs, so most will naturally jump at the chance. Them setting up military bases everywhere without care to national sovereignty is their way of escaping that.
