>>689448736Mewtwo was meant to be the second Pokémon rep, however due to time constraints they went with Jigglypuff as they could just reuse the model for Kirby. Marth, King Dedede, and Bowser were all meant to be playable as well, but were cut for similar reasons.
It was originally going to be Clefairy, but that didn't pan out. Jigglypuff was in the anime, so they reused Kirby.
