Honestly based on the way OG source devs have talked about the quirks in those games (in speedrun commentaries and other such sources), I get the feeling that they don't actually care for that stuff whatsoever. Like even rocket jumping in tf2 seems like it might have been an accident, beyond the most rudimentary form of it at least. Source 1 was at least an option for some 3rd party developers, therefore we got VtmB, Dark Messiah and few others.

They added the classic Valve intro, remade the main menu to the OG style, added the playable demo in the menu, shit ton of fixes, better grenade physics, and the ability to disable texture filtering for a more pixelated look. Probably a lot more stuff but that's what sticks out to me.

The issue isn't porting, it's Valve not caring enough to test shit when updating. If you go back and try the old 2004 version, Half-Life Source is petty good. It was Source engine updates creating regression bugs that has left the modern version such a mess.

This happened with GoldSrc updates in base Half-Life as well. A big part of the HL 25 Anniversary update was just fixing regression bugs. Half-Life 2 itself has also suffered from Source engine update regression bugs, most famously the dropship turrets not correctly turning to target players (allowing players to spawn-camp dropship soldiers), or the Entanglement escape sequence not having the elite soldier shoot his energy orb at the teleporter (so it's less obvious that the slow teleport event was due to the teleporter blowing up).

If you're referring to CS2, quite literally the only issue is Valve can't just put in the Turtlerock/Hidden Path maps, and the mapping scene for maps that don't belong to them are already at work remaking their stuff for Source 2.

In 2010, Valve patched HL2 to have Episode 2's content. This included the newer combine soldiers, new fire effects, and just QoL changes. It was arguably a sidegrade as the physics were worse and the fire looks worse.
In 2013 SteamPipe was integrated and it broke just about everything. Combine no longer made sounds when hurt (this has been fixed), people no longer blink, and the skyboxes were destroyed along with lighting errors (this can be seen if you play HL2 update).
While its nowhere near as bad as HL Source, it certainly made the game worse overtime and a port to Source 2 will just destroy it even more.

I don’t even think HL2 RTX could be done on Source 2. IIRC RTX Remix only works on games that used fixed function GPU hardware, so like DX8/9 stuff. It needs the old renderer to intercept API calls and stuff.
