His damage contribution is essentially non-existent, he can't use any burst-related sets such as Noblesse because his burst animation is so long and does so little damage that it ends up being a DPS loss and his tailor-made set, Tenacity of the Millileth, isn't particularly good for him because his skill has such a laughably small range for the pulses and unless you get c1 it's likely never going to be close to where you're fighting. His support capabilities beyond what's baked into his kit are essentially non-existent meanwhile other characters can consistently trigger weapon/artifact effects. Xilonen for example provides nearly twice as much resistance shred, requires even less field time, provides healing, 40% damage from the Natlan set, an additional 25.6% damage from her banner weapon, amazing quality of life for world exploration and every single one of her constellations adds additional support capability while Zhongli's, much like nearly every 1.x character, has pretty bad constellations which don't do a whole lot other than make him usable in co-op at c2.Zhongli is a character you use for unga. That's it. He allows you to facetank almost anything and he provides a small global damage buff. Xilonen is used for support and big damage.
