For as much love as the Arishok got I remember largely feeling disappointed at how the Qunari largely don't seem to do much.
When talking with Sten he made it seem like the Qunari were a near unstoppable military force and I'd assume if they were to recover something they'd conquer the land and shift through the ashes for what they want.
Only for the Arishok to mostly sit on his butt cuz a whore stole a book. And when the Qunari finally take over the city it lasts like half a day. The character was cool (his VA was great) and in retrospect he's better then what we got later but I didn't much care for it at the time. That's exactly his plan. He doesn't just want the Kirkwall circle to be free, he wants the abolition of all the Circles everywhere even if the Kirkwall mages are slaughtered to make it happen, though obviously he prefers if this is not the case. He knows that if he overthrows Meredith and leads a Mage uprising it'll just lead to being repudiated by the other Circle mages, even the libertarians, so he acts in a way to provoke Meredith into an overreaction because that's what turns what would've been dismissed as a regional act of terrorism into a conflict that shatters the Circles. It's not him bombing the Chantry that drives the other mages to rebel, it's the fact that Meredith chooses to annul the rest of the Kirkwall Circle over the actions of a mage who was completely unrelated to them - Hawke and Anders can even specifically point out to her that the real culprit is right in front of her, but by then she's too far gone to even care.

The fact that Templars had this ultimate right to execute entire Circles essentially at a whim and in Kirkwall's case did so even when there was no justification in doing so was what made the other Circles realise how bad things were.

Could they? The Circles had evolved far past what they had originally begun as, when they were to protect mages as much as common people. Mages had little more freedoms than they did hundreds of years ago, and what would make the Templars give up some of their power when many of them believed the current system didn't go far enough in restricting mages. Certainly not the Chantry, you can present the Templars and the Grand Cleric with evidence of Templar abuses multiple times across the game and they do nothing - the Grand Cleric even lets Meredith clamp down further. The Seekers are supposed to police the Templars but again, they do nothing until it is far too late and when they do intervene, they initially blame Hawke.

By then you're needed to deal with the Qunari and she can't afford to arrest you, and when you defeat the Arishok and are named Champion immediately afterwards she can't touch you because you're beloved by the whole city. Her dialogue in Act III does change to take it into account though, especially if you side with her at the start so you get the quests from her instead of Orsino - if you're combative when you speak to her she'll threaten you (and implicitly Carver) into helping her, but if you're cooperative and agree with her views in dialogue she'll instead say that she's glad you have some sense and are willing to work with her.

I think so, at least in part. It's a little unclear how the timeline of some things works because the games conflict with some stuff from the books. There were a whole bunch of issues, though - a line of Lord Seekers who were either useless or actively working against the Chantry because they wanted to advance their own power, the Seekers in general being unwilling to intervene in anything because half of them agreed with the Templars over the Chantry instead of being impartial. The Seekers should've intervened long before Kirkwall erupted into open war; Meredith was clearly unfit for command of a Circle but there should never have been a Circle in Kirkwall in the first place.
Even at the end of the game, the only reason Cassandra intervenes herself is because she's working for the Divine directly and not the Lord Seeker.

It was busted beyond belief on release, since Shimmering Shield didn't deactivate with no mana so it made you immortal for no downsides. Even patched Arcane Warrior is still incredibly powerful since it gives you some really good passives for no downside beyond taking up a specialization slot. Shapeshifter is the worst specialization by far and Spirit Healer is good but you only need one in a party, so the only reason to make your Warden one is if you don't want Morrigan or Wynne in your party for some reason.
