Yes, it was very silly and a big part of why even hard-core fallout purists think FO2 was a step down from FO1.Still it provided a lot of memorable situations and interactions. It just should have been presented more rugged and less phony and kitschy.

Fallout 2 was a mishmash of concepts with little control from the higher ups, everyone involved was basically doing their own thing. Which is actually a good thing. Fallout 2 one of the best rpgs of all time for a reason, the sheer scope and variety is just amazing. No rpg will ever come close.
