Western games are boring by design. They're not trying and failing to make fun games, what you have to realize is that they're not trying in the first place. Priorities lie elsewhere.

Ideas guys are the fucking worst because they never have any skills at all, usually they are just some worthless fag that kisses the managements asshole all day.
Non of the idea work because they can't implement them and everyone who can hates their guts

The problem is that most "idea guys" have no clue about the technical execution and whether it is even possible/realistic to actually implement said idea. If you want to propose a certain gameplay mechanic you need to have a grasp of the logic required to implement it. Brainstorm sessions are a good thing but they work much better as a team rather than trying to off-load it to a random guy who cannot contribute in any other meaningful way.

Western games are boring however because the studios don't retain their talents and underpay compared to industry, so you'll end up with a mess of a team. It's why Josh Sawyer was complaining about Larian having an unfair advantage despite having had a comparable budget in the past.
