Why was control the only AAA game to try and tackle an scp style universe?
It's very well known, It's such an easy to copy aesthetic and since it's a public project you wouldn't even get that much flack for copying it wholesale.

Because SCP peaked when it was a collection of separate self-contained stories based around anomalous objects and not a frankenstein of lore circlejerk and pointless crossovers.
To copy that you'd have to either individually buy story rights from a multitude of authors or come up with your own, neither of which AAA game executives would ever be comfortable doing.

There is a lot of potential for games that take place in a mysterious military organization focused on capturing, studying and / or neutralizing paranormal entities, items and phenomenons around the world in a modern time.

It's not. "Inspiration" means there was some kind of creative process involved while Control was but a shallow copy of a husk of what SCP was in its prime. Beyond the aesthetic it's really just the same run and gun AAA slop, same as everything Remedy makes nowadays.
