The issue is the inconsistency of the textures. The foot pedals and instruments look good, but then everything else is blurry/smeared/compressed. Artifacts are visible from across the map and most of the environments are corridors.

What you're looking at isn't simplicity, it's optimisation. Polygon and texture budgets and then compressing an original higher resolution graphic to fit.
The number of sides doesn't matter for time spent making it, it's just an extruded shape, 5 or 20 sides, makes no difference to the ease of making it.
But, they needed to calculate how many polygons were optimal.

tl:dr, optimisation takes more time that not optimising.

It requires 5x the time of Build engine aesthetics, and in the modern gaming landscape (You) have a very limited attention span. If a game takes too long to release you immediately lose interest, or if the game doesn't interest you in one screenshot, you also lose interest. So devs need to work fast with low risk, to accommodate your low attention span.

OP here, i only ever played games at highest visual settings unless the framerates dipped below 10 regularly. The settings were stuck at lowest. Had to delete everything and verify to get it fixed, which nuked my saves too. Thanks valve.
