It's funny how little thought was put into Mondstadt. The city layout is pretty weird at times, and the domains are nonsensical. In fact, most of the early domains from Mondstadt to Inazuma are completely incongruous with the surroundings. Had Mondstadt been made now, Eagle's Gate would probably have been a large floating structure similar to Ochnatlan. Instead, it's just a tiny gate that apparently leads to an alternate dimension. All of Mondstadt's domains espcially are like this, such as the Temple of the Lion being simply far too massive a structure.In Liyue, the domains are more comparable to Adeptus Abodes, so they're basically sub-realms like the teapot.

Mondstadt didn't have such advanced technology or massive Mesoamerican-inspired structures during Barbatos' reign. That's another problem with Mondstadt's domains, they don't make any real sense.
