Thread died while I was making dinner, so here.
Crits in Fallout 1&2 can give up to x4 damage while reducing your armor by 80%, this is why you randomly get one-shot all the time in late game. Any build 'can' beat the game in combat, as long as you don't get critted like that. FO1 doesn't strictly need a combat ending but FO2 does with Horrigan who has filtered a lot of people over the years.
With x4/-80% crits the only way to survive consistently is with as much hp as possible.

I consider these to be the strongest FO1&2 builds, with primary stat augments you'll have 10 in most of them, importantly EN, AG and LK. Some guides suggest you only need 4 EN, and then you're stuck in late game crit hell wondering why you can't beat the final boss. IN is overrated as you don't need that many skill points. Spend all your loot on buying books in The Hub or SF. Carry mentats with you for the IN speech checks

use these to track how to improve your stats

In Fallout 1 take these perks at level
3: Awareness, Quick Pockets or Toughness, i prefer toughness because either an enemy is dead or he's not.
6: Bonus Move
9: Bonus Rate of Fire
12: Better Criticals
15: Action Boy
18: Sniper (needs 80% small guns)

For fallout 2
3: Awareness, Quick Pockets or Toughness
6: Bonus Move
9: Better Criticals
12: Living Anatomy (needs 60% doctor)
15: Bonus Rate of Fire
18: Action Boy
21: Action Boy
24: Sniper

Sniper isn't needed to beat either game, but it's a game changer with 10 LK.

Both these builds might be overpowered, and when you know them you can make RP changes if you like.
Swift Learner is useless, just grind 5% more enemies. In FO1 don't finish the quest to kill Deathclaw eggs; you can grind the Deathclaws outside for xp.
Educated and Good Natured aren't great, most skills are practically useless and you'll have enough points if you read enough books.

i don't know why you would munchkin through fairly simple and mostly easy games. Trying to survive crits with HP doesn't help when they can deal triple digits of damage, just reload and pray to rngesus
