Best to get that 30% boost to a unit that does a shitload of damage at 100% you know?

I know Varka's great and all, but why is he a "living legend"? Sure he's strong, but it doesn't sound like he's had many opportunities to do anything particularly amazing prior to Nod Krai. I mean the last time anything particularly big happened in Mondstadt was 500 years ago. There was the Dvalin incident, but Varka wasn't around for that.
