Every modern AAA game and most indies. Most of the budget, resources, and effort goes into the first hour of the game because thats the part of the game everybody sees. Especially reviewers and twitch streamers. Fewer than half of players will see the end of a game, so barely any effort goes into that, it's also where newbies and interns get put at game studios
