Tokyo Xtreme Racer 2025 sucks dick and now that I tried it I can confidently say everyone who likes it has shit taste.

There are two problems
1) The FFB isn't good enough in FH5 to rely on. You cannot feel the car, which means you can't tell where on the spectrum you are between "slight mid-corner oversteer" and "irreversible spin-out". To fix this, you have to adapt to driving by sight, rather than feel. This is mostly possible for me because of my aforementioned hundreds of hours of controller experience, so I know what my cars felt like before.
2) Driving on a wheel is just worse than using a controller for FH5. It is what it is. It'd make the post too long to explain but the game is built for controllers.

Just get a second hand Logitech Driving Force GT if you want a FFB wheel. These can be as cheap as $20 if you are lucky. This is probably the cheapest option for entry level FFB wheel. Its pedals are shitty though but otherwise pretty good. Doesn't have analog paddles either.

The game doesn't have any problems running on modern systems, myabandonware has a GOG rip of it. As for controller support, directinput controllers just need to be mapped, although I haven't been able to get it to use the triggers as analog inputs (which is weird because the Race Driver games had no problems doing just that), haven't tried the wheel on it so I can't comment on that. The driving model is very forgiving to the point that I was able to beat the whole game on keyboard at the age of 12, so you don't really need the precision of analog inputs.

Given the discussion on controllers and old games a big protip I can offer is to look into XInputPlus. It can do a bunch of things but a particularly useful option it offers is to wrap XInput Devices to DInput which will often let old games be able to use analog triggers correctly (might need a bit of setting tweaking but eh) as xinput and Dinput report triggers differently to windows.

That exact memory I can almost taste when the nights start to get hot so when they do as an adult I like to bust out some booze and have a session playing the game on OG hardware. Easily top 3 vidya "muh feels" I have and I love it.

Right now it has not much content (we're supposed to get a fat update this summer) and it lacks basic features like saving replays or ghosts. The little it has is quite good but I don't see any reason to get it unless you're a rally freak (and if that were the case you won't be asking). This was something I was hoping they'd fix during early access, but nope. It's only specific Wanderers later on that seem to have an actual AI that tries to properly cockblock you, instead of passing directly into another car and giving you a free win.

Game absolutely was designed around controller though as you've surmised. Sucks it doesn't have better FFB for wheel users, but I generally only bust out my G27 for sim/simcades.

It uses the Inertial Drift control scheme (so left stick turns, right stick throws out the back end), although I wish steering were more powerful and effective (so you don't have to drift EVERYWHERE).

The Sync/Strike meter system does work as intended (if you're playing right you should be constantly able to charge one with the other).

Fun fact: the time in game for that challenge isn't the best time he set during testing. One of the psygnosis guys mentioned it on wipeoutzone back in the day and they decided zico's best time would be too hard to beat. If my memory serves (again from wipeoutzone) some of the data psygnosis collected showed the average amount of laps required by players to beat the target time was 86.
