Barry in a way got lucky and left. near the docks in watson, the police commissioner sent two of his officers into an ambush. the maelstrom gladly killed them for the commissioner as payment for something the commissioner did for them. in one of the criminal activity missions, where the scavs took over a homeless camp. the police commissioner hired the scavs to kill the homeless so a developer can build on the land. the scavs dont like the developer, so the NCPD hires V to kill the scavs. all those tygers in watson messing with antennas, and their drug operation on the water front... thats Aaron McCarlson helping them track police cars that they are using to transport drugs around the city for the Tyger Claws. Same cop that was telling Anna Hamill to stand down, after uncovering a blackmarket cyberware ring controlled by the scavs and tygers, being sold to Charles in Watson and Fingers. Does make it a bit easier to see how Gottfrid Persson and Jotaro can operate in almost plain sight.
