When you add 20% damage reduction to it when revved up minigun, your potential effective health becomes 175/0.8 = 218 at best. Having around 200 health gives you enough time to jump back and rev up your minigun again for burst firing if you are getting focus fired on low health.Don't do that when you have BB though as it is really slow to fully rev again. This is why I think it's better to pair dalokoh's with Natascha. BB can pair Dalok only if you have a dedicated Medic sticking with you. Don't underestimate the 20% damage increase of BB.

Soldier IS the best class in TF2
Give Scout a primary replacement akin to the Wee Booties or Bootlegger that increases his viability as a melee class. It could be themed as a knight('s squire) or a ninja given previously existing Scout cosmetics. The obvious stat increase is +25 HP, but other stats are a bit more difficult.Trying to port over stats from the Demo boots and 'translate' them to Scout doesn't work, as the Bootlegger cares about having a shield equipped. Damage related stats such as increased crit rate (perhaps at the cost of only being able to mini crit), higher damage or even faster swing speed could also work but aren't the most creative. Maybe not being creative is fine in this instance. A movement speed increase could work, but already being the fastest class in the game such a stat would likely be redundant. Something like increased air control would also be interesting but I don't think it would be too relevant outside of the Atomizer.
