Drakes and ancient dragons are two different species, and when Bayle and Placidusax brawled and left each other maimed, Placidusax bid mortals to engage in communion and hunting of drakes to eat their hearts and gain their power as both punishment and a means to kill Bayle himself. There's a reason none of the dragon communion incants utilize lightning and ALL of the dragon cult ones do, because drakes can't use lightning and are very different from ancient dragons (being made from flesh as opposed to stone). The two are related in lore, but are very different in exactly what they are. Dragon cultists and drake warriors are brothers-in-arms and many drake warriors may also BE cultists as a result, but the two are not fundamentally the same.

I use Flame Skewer because it's got a touch of hyperarmor which HTS lacks, and in general it does a boatload of damage. Flame Spear also has hyperarmor, but trades straight up damage for range, so it good for blasting mages who backpedal, or that phantom that's running off to heal. STR is so I can 1h the FKGS on occasion which does come in handy, FTH and ARC are boosted to 36 and 49 for my incants via the Circlet of Light. I also use Millicent's Prosthesis to push DEX to 70 for the cast speed cap and some melee bonuses. MND is needed to cast all my buffs from a full bar, END is how much I need to carry all my shit. Could definitely go lower RL with it too but I like RL200, lots of activity and it's fun. I'm sure I'll make lower RL variants too though just to cover more ranges.

Fromsoft wanted players to fall for what looks like an evil dude carrying off a child and its actually a brainwashed victim of an evil schemer in the form of an innocent child seems planned from the start, it was just execurted in a clunky fashion.
