elphelt is a character with no clear design and she was always like that. In xrd she just did everything well with great neutral buttons, amazing pressure with shotgun stance, oki with bomb, could even zone well with rifle. In strive she has mediocre neutral buttons, fairly basic pressure supplemented by high risk/low reward options, average oki, and a very matchup specific zoning tool. Her only real identifying factor is that you can press rekka over and over and pretend you are smart and that isn't enough to be effective against skilled opponents. Luckily she is DLC and not everyone can lab against it but some characters get out of what she does effortlessly so even that is hardly an advantage.She might not be bottom 5 after the buffs but they need to really rethink her.

They made grabs have slower startup but also added landing recovery so it's basically the same issue as all the previous games.
