And yes, AVERAGE, assuming 2 ult turns out of 3 RM turns, and Sparkle's buff being permanent aka allies being slower than Sparkle and have at most one action advance per Sparkle turn (you can ult on that one ally's turn to still get 100% Sparkle ult uptime) Obviously if gimmicks or whatever allow RM to have the ult up permanently, Sparkle's non skill targeted buffs would lose out.
