Jane (and assault in general) has two really annoying problems>Her damage comes in huge bursts and she does fucking nothing in between them, so if an enemy ends up on really low HP you will waste time building up a huge amount of overkill damage where any other DPS would just kill them in 2 seconds>Assault won't proc until the animation for your current attack finishes, and any excess buildup is simply lost, so it's possible to waste huge amounts of assault buildup if you start a big attack when the meter is almost fullYou can technically play around these but nobody wants to have to micromanage their gameplay around how full the circle is

Unlike Genshin or Wuwa, having to stop doing your DPS rotation to dodge/parry doesn't feel as bad in ZZZ, and with characters like Neko or Jane you actually want to be actively dodging. So I think there isn't really a need for Caesar's shield+interrupt resist and anyone who can afford to reset a bunch of times can skip her.
