Both type of CCs can be used without entering combat (unless they deal damage), e.g. you can poly from a distance, you can use ring of peace, paralysis etc. and you will not aggro them. However if you move into aggro range they will still enter combat with you, but only will act on that (move and attack you) once the CC expires. This also aggros linked mobs from the same pack, so even if the poly stays on for 50 seconds, once they are in combat the rest of the pack will try to kill you instantly. You have to be aware that you pulled aggro and invis instantly. One of the worst things is being in combat with some single mob for 50s then once the poly expires it runs all over the instance to get to you while proximity aggroing everything else it runs through. One of the surest ways to wipe.The only exceptions from this are true CCs. These completely 'disable' the mob through their duration, you can even go through their hitbox and still not aggro them. You can, in fact CC one mob and pull other 2-3 from right beside them, if they are not part of the same linked group, the CC'd mob will not aggro even after it expires. There are only a handful of true CCs though, Sap and Blind from Rogue, Imprison from DH, and probaby some evoker bullshit that I don't remember. And that's it, everything else is non-true CC. There are still some tricks, even if you don't have a true CC, like sheep+ring of peace to displace a mob and create passage without aggroing it, or being a hunter/night elf to get past or kite away mobs, then meld/invis/fd. But part of what makes rogues and DHs so good is the true CC that you can use to skip packs that other comps will have lots of trouble avoiding.
