Since the housing supply of the City is essentially static (No expansion into the Outskirts has ever been mentioned), Vagrancy becomes increasingly common once the population expands beyond the defined housing capacity. Then the sweepers, whose numbers are usually capped by the supply of humans out after dark, begin to rapidly convert more people and develop into an endless swarm that "sweeps" the backstreets until the excess has been consumed. At that point the sweepers can't keep up their numbers and cannibalize eachother until there're only a handful left.As for the Head, I think they mirror the Wings in many ways. Their ultimate goal has always been to uplift/preserve/serve humanity, and the utter eradication of everything that could potentially compete with humans is a part of achieving that goal. "The door" could mean the City itself. Perhaps they want to isolate it completely from the outside world once there're no non humans left within it's borders.

The weird rules are my favorite part of the setting. Murder is pretty much ok, but if you try to knock down a building or ignore a cease and desist, you better be ready to die
>>496352563Housing isn't exactly static, DD brings up how the backstreets aren't even properly mapped, or if they are mapped, soon it will be outdated, due to all the alleys and twists and turns in them, one housing an old timey village hidden deep within buildings for example, so that implies people are constantly expanding and constructing new shit inside of the city, in their own chaotic way. There's also a possibility of them having some type of underground arrangement of houses, maybe it's even where Z.corp is located at. Any shabby old shack seemingly stops sweepers from coming in, or else the rats would be long dead.Also they can't "mirror" the wings, when they're born from a collab of wings in the first place, they're not some government body in the literal sense, they just have enough power to justify applying limitations and rules on others, and Dias makes it clear someone else can become the head if they get enough influence, which is what she wants to do.
