If you do a heavy attack with a 2h niggana for example it should always proc slash. Of course, if your hit is weaker, your resulting slash proc will also be weaker. This does not apply to the slash applications of Hunter Munitions which uses the weapon's base damage increases and shit as a baseline. If you proc slash via HM, you will deal the same proc damage against an armored and unarmored target. Obviously, this option is worse nowadays since everything has more HP now, so unless your weapon has absolutely dogshit status, you'll probably get more out of slotting heat damage into it.
