While some have said nothing really changed too dramatically, that specific tweak where Bungie actually changed how they damage and having the weight of the damage fall on the blast explosion and less of the projectile can have them sometimes do awkward things. It's not nearly as noticeable as when you have too much blast radius on a Heavy GL but you can still technically end up having damage that counts off target/0 damage.
